Victoria ‘Tory’ earned her RN degree thru the Omak Wenatchee Valley College nursing program. She went on to earn her MSN Family Nurse Practitioner at Gonzaga after earning her Bachelor’s Degree from Athabasca University. A longtime resident of Okanogan County, her hobbies are running & skiing and spending time with her family. “I believe access to healthcare is one of the most important basic needs we have. I love this county with its strong sense of community and beautiful wilderness.”

Katherine Kirner, ARNP, MSN
Mental Health Nurse Practitioner
Katherine graduated from Pacific Lutheran University in the Family Nurse Practitioner speciality. She then earned her MSN from Gonzaga University in the Psychiatric Mental Health Nurse Practitioner specialty. Katherine completed her Community Based Integrated Care Fellowship from University of Washington. She grew up in the pacific northwest but knew, when she decided to pursue an advanced nursing degree, that she wanted to live in a rural area. She has practiced in Okanogan County for the past 13 years and enjoys the connection with the community as well as the natural environment. She developed an interest in the interplay between mental and physical health and returned to school for additional certification as a Psychiatric Mental Health Nurse Practitioner in 2016. She is currently exploring ways to improve outcome driven mental health care in the primary care setting, as part of the UW Integrated Care Fellowship. In her time off, Katherine enjoys spending time in the outdoors with her husband and two kids.
Brendan Smith, ND
Naturopathic Physician
He earned a Bachelors in Science in Biology from University of Washington and graduated from Bastyr University with his Naturopathic Medical degree. He completed three years of residency at the Bastyr Center for Natural Health in Seattle, WA where he rotated through community health centers and major regional hospitals. Dr. Smith has special interest working with patients with diabetes and cardiovascular disease using a patient centered holistic approach. He has provided care for many years with homeless youth in Seattle helping to manage health through difficult life situations. “I am excited to join FHC in providing naturopathic medicine to the people of Okanogan County. The dedication to health, prevention and health care in line with values and preferences of patients are reasons I look forward to joining and serving the community.”
James Wallace, MD, MPH, FAAFP, Chief Health Officer

Dr. Wallace is a family physician with a love serving entire families and helping patients through the many joys and challenges of life. He has additional training in obstetrics and public health and sees patients at our Health Centers in Brewster and in Twisp. He attends deliveries and provides inpatient care at Mid Valley Hospital in Omak. Dr. Wallace is also the Chief Health Officer of Family Health Centers and enjoys working with Family Health Centers’ staff across Okanogan County to expand access to high quality health care for everyone.
Dr. Wallace received his Masters in Public Health through the department of Health Behavior and Health Education at the University of North Carolina and attended medical school at the University of North Carolina School of Medicine. He completed his residency in Family Medicine at UNC Hospitals, where he served as Chief Resident and focused on improving quality of care for rural, immigrant and refugee communities. After residency he worked for a short time in Western Washington and then volunteered for Alam Sehat Lestari in the rainforests of Indonesian Borneo. He returned to Washington in 2011, completed a year-long Fellowship in Advanced Obstetrics at Swedish Medical Center in Seattle, and began work with Family Health Centers in 2012.
